Mock Maryland Shrimp Bisque

10 3/4 oz reduced-fat cream of potato soup
1/4 cup tomato paste
1 1/2 cup fat-free milk
6 each cups shrimp, cooked, peeled and deveined
1 pinch cayenne pepper
1 pinch black pepper
1 tsp fresh chives, chopped

Combine all ingredients in a saucepan and heat.
